Deputy Head of NSS 4th Division Sentenced to 7 Years in Prison

The Court of First Instance of Kentron and Nork-Marash administrative districts sentenced the deputy head of the 4th Division of the Counter-Intelligence General Department of the RA National Security Service, the head of the 3rd Division Armen Ter-Minasyan to imprisonment.

The Court substantiated the indictment brought by the preliminary investigation body as to which A. Ter-Minasyan was in charge of telecommunication and transport security and in March 2010 the employee of the Economic Security Service of “Armentel” CJSC V. Chilingaryan informed him that the former employee of the National Security Service R. Laishyan conducted illegal telephone connection. In order not to process this information A. Ter-Minasyan and V. Chilingaryan demanded from R. Laishyan first 5000 USD then 3000 USD bribery.

According to the prior agreement on April 6, 2010 at about 05:00 p.m. A. Ter-Minasyan met R. Laishyan near the crossroad of Nalbandyan and Khanjyan streets and received 1 206 030 AMD equal to 3000 USD near the entrance of the NSS administrative building. On April 6, 2010 before going to the place of meeting R. Laishyan reported at the RA Police Department on Combat against Organized Crime that A. Ter-Minasyan and V. Chilingaryan demanded from him 3000 USD bribery.

The employees of RA Police Department on Combat against Organized Crime gave the latter 30 100 dollar bills processed by special chemical powder. Besides, on the Court decision the employees of the RA Police Department on Combat against Organized Crime recorded the telephone talks between A. Ter-Minasyan and R. Laishyan as well as between V. Chilingaryan and R. Laishyan. They also took a secret video of the conversation between A. Ter-Minasyan and R. Laishyan during the meeting.

A. Ter-Minasyan was found guilty according to the RA Criminal Code Article 311, part 4, point 2 and was sentenced to 7 years of imprisonment. Prosecutor General’s Office reports that V. Chilingaryan’s part was separated from the criminal case and he is wanted by the Police.
