The press in Armenia has frequently covered how MP's behave in the parliament – the shenanigans, napping, gum chewing, use of choice expletives...did I leave out anything.
Oh yes, how some MP's vote for their absentee colleagues; especially when a quorum is needed.
Most all Armenian government agencies have ethics committees that serve as watch-dogs regarding the activities of staffers and management.
But the parliament has no such monitoring group.
Even Viktor Dallakyan, a member of the parliament's Standing Committee on State and Legal Affairs, said it would romantic folly to believe that such a group, even it were to be created, would put a halt to the improprieties now taking place in the legislature.
