Artsakh President Arayik Harutyunyan today signed decrees banning all public gatherings except those promoting the right of self-determination for the people of Artsakh and disseminating any information regarding the country’s defense capabilities.
He used to work at the Masis shoe factory in the late 1980s before the plant closed after the collapse of the Soviet Union.
