Armenia: Opposition Challenges Legitimacy of June 7 Election

Six political forces that ran against Armenian PM Nikol Pashinyan's Civil Contract party in the June 7 parliamentay election issued the following statement on June 14 claiming the election was not free and fair and that the vote count doesn't reflect the will of the people.

The six parties/alliances combined garnered approximately 39% of the vote compared to Civil Contract's 49%.

The parliamentary elections held in the Republic of Armenia took place under conditions that fundamentally question the free, fair and competitive nature of the electoral process.

We, the undersigned political forces, record that systematic and organized violations occurred throughout the electoral process, including during the pre-election period and on election day, which had a significant impact on the free expression of voters' will, ensuring equal political competition and public trust in electoral institutions, and that the current administration has allowed obvious manifestations of violations of the principles of electoral law.

In particular:

Widespread use of administrative resources and pressure

The intensive involvement of state and community officials, as well as the same structures, educational and healthcare institutions, and law enforcement resources in political processes throughout the country has undermined equal competitive conditions. The pressure exerted on state employees, threats of dismissal and legal prosecution have created an atmosphere of dependence, which is incompatible with the constitutional principle of free elections.

Political persecution and arrests

The pre-election campaign was accompanied by a wave of political persecution of opposition figures, activists, and supporters. The authorities have used the practice of groundless arrests and detentions, aiming to isolate figures enjoying public trust and disrupt organizational work with the opposition electorate. Such systematic actions were especially carried out during the pre-election campaign with the aim of sowing a widespread atmosphere of fear.

Purposeful obstruction of the activities of opposition headquarters

On the eve of the vote and on the actual election day, June 7, law enforcement agencies carried out a widespread paralysis of the work of opposition election headquarters. Searches, disruptions of the normal activities of the headquarters through groundless legal actions, and arrests of organizers were aimed at neutralizing the mechanisms for controlling the electoral process.

Abuse of information and propaganda media

Public, pro-government, and even state media resources were used throughout the campaign to discredit the opposition, undermine the presumption of innocence, divide society, and spread hate speech. The suppression of dissent in the information field violated all constitutional norms of equal competition.

Invalidation of the results of the vote count and the results of the electoral precincts

In numerous polling stations, cases of arbitrary editing of the voting results and the use of other illegal tools in individual polling stations have been recorded, which have influenced the election results and the ratio of votes of political forces. The above was combined with direct interference in the election results by the head of the administration before the official presentation of the voting results.

Therefore, we declare:

The official data presented on the elections do not reflect the real will of the people and the exact results of the elections.

The results recorded under such conditions cannot serve as a basis for the formation of a legitimate government that enjoys the trust of the majority of the people.

The entire responsibility for any further escalation of the situation in the country lies entirely with Nikol Pashinyan and his administration.

We will continue to act exclusively within the framework of the Constitution, laws and democratic principles, protecting the right of citizens to free expression of their will and the fundamental values ​​​​of statehood and democracy of the Republic of Armenia.

We will base our future decisions and actions solely on these realities.
