TRIPP Implementation Statement: No Start Date, U.S. Majority Control
Armenia and the U.S. yesterday released a joint statement regarding how the proposed Trump Route for International Peace and Prosperity (TRIPP) in southern Armenia will be built.
The statement highlights that the economic and political gains for both countries and the South Caucasus from the transit route depend on peace between Armenia and Azerbaijan, improved Armenia-Türkiye relations, continued U.S. involvement, regional cooperation, and stronger Armenian institutions.
Armenia, according to the statement, will maintain full sovereignty over all project areas within Armenia’s sovereign territory.
The route, that will link the main part of Azerbaijan and its Nakhchivan Autonomous Republic in both directions, is to be built by the TRIPP Development Company, with a U.S. controlling stake and Armenian oversight of reserve matters.
The company will lead TRIPP development for an initial 49-year term. Armenia plans to offer the United States a 74% stake and retain 26% in the TRIPP Development Company. The arrangement may extend another 50 years, increasing Armenia's share to 49%.
Armenia will maintain full legislative, regulatory, and judicial control over all TRIPP areas within its territory.
This includes enforcing domestic laws and international agreements, managing national security, law enforcement, border control, customs, trade and transit, taxation, and mandatory fees.
Armenia retains access to all its territory and authority over the transit route within its borders.
