
Belgian Resolution Demands Return of Displaced Artsakh Armenians; Release of Baku Detainees
Belgium’s Chamber of Representatives unanimously adopted a resolution on July 17 condemning Azerbaijan’s military attacks against the Armenians of Nagorno Karabakh in 2020 and 2023, describing these actions “a serious violation of international law”.
The resolution calls on the Belgian government to support international efforts guaranteeing the rights of displaced Artsakh Armenians to return and the deployment of international observers as stipulated by the International Court of Justice on November 17, 2023.
The resolution adopted by the Belgian parliament’s lower house “stresses that a lasting peace respecting the sovereignty and territorial integrity of Armenia and Azerbaijan is essential for stability in the region, and therefore welcomes the peace agreement negotiated in March 2025, which has yet to be signed.”
The resolution calls on the federal Belgian government to demand that Azerbaijan:
- releases all Armenian detainees who have been arrested since September 19, 2023, and to grant an amnesty to these individuals, including former officials responsible for the region, and to always respect the fundamental rights of all detainees.
- respects the cultural, historical, and religious heritage of the Armenians of Nagorno-Karabakh, in accordance with UNESCO standards and Azerbaijan's international obligations, and to authorize a UNESCO mission (pending approval since December 2020) to visit Nagorno-Karabakh.
- promptly establishes a frank, comprehensive, and transparent dialogue with the Armenians of Nagorno-Karabakh to ensure respect for their security and their cultural, social, and religious rights.
- authorizes the arrival of a team of independent doctors, placed for example under the aegis of the European Union or the United Nations, to examine Armenian prisoners held in Baku.
- withdraws all its (para)military troops from Armenian territory.
The resolution also calls on the Belgian government to advocate for sanctions against individuals and entities who violated the November 9, 2020 ceasefire and those responsible for the destruction of the Armenian cultural and religious sites in Karabakh.
The resolution calls on the Belgian government “to continue to denounce the conditions of detention of the Armenian hostages and the sham trial to which they are subjected.”
