U.S. State Department Spokesperson Matthew Miller, during a November 14 press briefing, said those "who've left Nagorno Karabakh have the right to come home if they wish to do so, and that’s a right that should be upheld.”

Miller refused to comment on a scheduled November 15 congressional meeting on the future of Nagorno Karabakh.

James O’Brien, Assistant Secretary, Bureau of European and Eurasian Affairs at the U.S. Department of State and Dr. Alexander Sokolowski, Deputy Assistant Administrator, Bureau for Europe and Eurasia at the U.S. Agency for International Development will speak at the hearing.
