Armenia's Prisons Hold 1,967; Down 11.55% from 2020

The total number of inmates, including pre-trial detainees, in Armenia on January 31, 2021 numbered 1,967 according to the Council of Europe’s SPACE/2021 report that looks at penal institutions and prison populations in CoE member states.

The number of inmates in Armenia, according to the report, has decreased by 52% since 2011 and 11.5% since 2020.

Armenia’s prison population rate (per 100,000 inhabitants) is 66.4, lower than the European median value of 101.8.

Armenia ranked “Very Low” in terms of 1) Prison population rate 2) % of female inmates 3) % of foreign inmates. A “Very Low” score is given when a country’s indicator is more than 25% lower than the European median value.

The number of foreign inmates in Armenia is listed as 116.

Armenia also ranked “Very Low” in terms of prison density per 100 places and the ratio of inmates per one staff member.

49 (94.2%) of the 52 prison administrations in the 47 Council of Europe member states answered the SPACE I 2021 questionnaire.

The report does not categorize inmates in Armenia according to age, stating that “There is no such a kind of registration process in the Penitentiary Service of the Ministry of Justice of the Republic of Armenia.”

97.7% of inmates in Armenia are males and 2.3% female.

A breakdown according to gender shows that 5 minors (all males) were held in Armenia’s prisons on January 31, 2021.
