Armenia’s Human Rights Ombudsman Arman Tatoyan reports that he has received confirmation of earlier reports that Azerbaijani forces recently launched a large-scale missile attack against Stepanakert, the Artsakh capital.

Tatoyan reports that Artsakh Human Rights Ombudsman Artak Beglaryan confirmed the news to him, adding that several cluster bomb projectiles exploded next to the Red Cross Office in Stepanakert.
